RELEASE NOTES: This is spot on in sync to the eyes and ears of this capper, however
that apparently means nothing since other files done in the recent past were also
spot on in sync to these eyes and ears, yet to others they were not. 200ms is a big
amount that is hard to miss. Big enough to the point words do not match mouths. That
was not the case with the videos previewed before releasing. Multiple points of a
video get checked before officially pre'ing. If a video was so badly OOS it would
not be released without fixing it first. They were not "fixed" because in every play-
er used the audio matched the video. When a person makes a "V" sound with teeth and
lip touch at the exact same time, that is in sync. That is what this capper saw. Why
others are seeing something so out of sync the lips do not match words is a mystery.
