U.S. Marshal Sam Gerard opent samen met zijn ervaren team de jacht op de mysterieuze ex-geheim agent Mark Sheridan die ontsnapt is nadat het vliegtuig waarin hij met anderen overgeplaatst werd, neerstortte. Sam Gerard krijgt daarbij de steun van geheim agent John Royce, wiens achtergronden hij niet kent. Gedetineerde Mark Sheridan is echter vastbesloten om uit de handen van Sam Gerard te blijven en dus opent Gerard de jacht op hem.
