Mapedit is a WYSIWYG (What You See Is What You Get) editor for imagemaps. 

Imagemaps allow you to turn a GIF, JPEG or PNG image into a clickable map by designating polygons, circles and rectangles within the image and specifying a URL for each to link to. Mapedit can also handle BMP images, although we caution that many web browsers DO NOT accept them and you that you should convert them to one of the above formats to save enormous amounts of space and bandwidth. Client-side imagemaps, which are now available in virtually all web browsers, can do all of the above without the help of a special program on the server.

Unfortunately, creating good image maps by hand is a lot of work, because the points must be located using an editor not explicitly designed for the purpose.

Mapedit allows you to load your image into a scrollable, resizable window and then draw polygons, circles and rectangles on top of it, specifying a URL for each. It also allows you to go back and delete these "hotspots," set a default URL for clicks outside of the "hot" areas, and so on. In addition, it allows you to associate alternative text, frame targets, and even Javascript attributes with each object.

12/20/07: Mapedit 4.05 for Windows is out. 4.05 addresses the following issues:

In earlier 4.0 versions, closing an unmodified page would not unlock the file for other applications. This has been fixed.

Earlier 4.0 versions locked pages for both reading and writing, preventing users from checking out a page in their web browser. This has been fixed- version 4.05 locks pages for writing only.
The Delete key now performs a Cut operation.

Sometimes users leave their "URL" dialog on a second monitor, disconnect the second monitor, restart Mapedit and wonder where the URL dialog went. Version 4.05 does its best to prevent this. Of course, if your computer still thinks the monitor is connected, Mapedit does too. So if you can't see your URL dialog, try reconnecting your second monitor
